A Gill that is not a Gill

Can anyone identify the lower handcuff in this picture? The cuff at the top is a Gill. The unique design is much more commonly seen as a thumbcuff, but Gill marketed such handcuffs marked either Gill or as a Flash Action Manacle. The cuff on the bottom is a obvious copy, but the profile and size is different.
