Darby cuffs marked "H.M.DARTMOOR P."

I recently acquired, at the cost of much beer money, a pair of cuffs that appear identical to the pair of Darby cuffs illustrated at the head of this column. They are marked "H.M.DARTMOOR P" which is, of course, the infamous British Dartmoor Prison, built in 1805 and where American sailers were incarcerated duringthe War of 1812. I would appreciate hearing from anybody who might able to she light on this matter. I would include a scan with this question but I have yet to manipulate the procedure.
