Hello Jen. I remember seeing these too in army-navy stores. I think they were Spanish. Mark and Sheila have something like them anyway for sale at Cannon's Great Escapes. On their site they are called Spanish "Virola" cuffs, meaning hoop, referring to that swivel hinge.
