These cuffs that are not serial numbered nor marked with the Smith registration are cuffs that did not pass the inspection process through quality control. I have a Captain that owns a gun shop on the side and he would receive flyers with these with greatly discounted prices. This was back in the late 1970's,and they were sold as factory "seconds" , most of the flaws being in finish or plating. I would presume that the rough edges were because the cuffs never made it to the final production phase and the polishing and rounding were not completed. I do remember that they sold for about 7 bucks a pair, and sure wish I had known that now. Course don't we all have something like that...
