Your cuffs look like genuine English cuffs. The key is an older one with a 19th century look. I think I can see a "warranted wrought" make below the Charleton mark. This is a typical mark often found on such cuffs.

The rounded bottoms of the cuffs look a bit like Frogatt cuffs to me, but they could have been made by any number of companies. The Charleton name might be the company who made them, the company who sold them or the user. I don't know anything about that name.
