Handcuff recall for Los Angeles Police?

While listening to an LA radio station I heard a news story to the effect that there is a move to recall the handcuffs currently in use by the LA police dept. Does anyone know the story behind this? The radio mentioned the cuffs were supplied by a British company (I assume Hiatts) but didn't mention a name.
