Hello Tom,
the cuff you are looking for is called "Ferri di sicurezza da Carabinieri" meaning "Security irons of the Carabinieri". These irons are very rare, I only ever came across two of them in more than 20 years of collecting. Please find a pic of one of these cuffs from my collection below.
