They were manufactured by Hiatts from the early 20's until the late 50's.
Specifically intended for restraining female prisoners and were produced to order, ie., not stock. Used by Prison Service in UK and some were exported abroad. Police forces also kept small quantities but these were not carried my officers until women police officers started to carry handcuffs when these were issued.
Incidently they are the most comfortable type of handcuff ever produced.
