I had the same problem. G11 ist the special key belonging to your pair of handcuffs. Another same pair (same model) has keys with another number.
It will be difficult to find someone else with G11-keys.
I went to a professionell security-shop selling keys and locks etc, the biggest at my town. They were able to make keys only by the number G11. I gave them one lock for testing.
The iron rivet in the cuffs holds the locks. If necessary the lock can be taken out by taking out that rivet.
Try to find a better lock- and key-shop, not the ones in supermarkets repairing shoes, too.
