i had the same problem here in Germany. I went to a security-shop selling locks and keys. They were able to reproduce a key only by the number G.. of the key. You should find a professionell lock- and key-shop, not such kinds in supermarkets.
The steel rivet in the cuffs holds the whole lock. The lock could be taken out by taking out that rivet.
