I don't believe that the military EVER has Exclusively used American Handcuffs as a supplier, although one manufacturer may have supplied more of a product at a particular time then another. Generally the GSA would accept the lowest bidder for a particular contract. If you haven't noticed there is a photograph floating around the internet of a marine at Camp X-ray holding Smith & Wesson Handcuffs. Also if you remember when the US Handcuff maker "Gonz" was hoping to land a lucrative government contract but that never materialized and they went out of business. I personally am aware of military units using restraints manufactured by Hiatts, Smith & Wesson, Peerless and American.
