This would be of interest to the Receiver of Wreck, and should have been reported as required by the Merchant Shipping Act 1995. The Receiver is often able to help with historical enquiries and in conservation and display of finds. Whilst it's unlikely the rightful owner will be identified, it's possible that the handcuffs will end up in a museum and the finder will be entitled to a salvage award.
