Need help identifying unique navy cuffs

Hi all,
I ran across a pair of cuffs that the seller claims to be U.S. Navy cuffs. They consist of a steel shaft with two 'U' shaped cuffs, and a padlock. Any information about these and what they are valued at would be appreciated.
