Hello Joe,
the cuff in my collection is the very same that I offer for sale, no plating, some brown patina, otherwise the bare metal.
I do, however, have a handcuff that shows a heavy nickel plating with the same overall configuration. The differences among others being the smaller size of the plated cuff and an additional "loop", e.g. for locking the cuff to a lead chain.
The following picture shows the cuffs in comparison.
