This probably doesn't help answer your question but I have heard rumors in Australia that our special forces have and did use toe restraints on captured prisoners in the field. Locking toes together was effective to stop them running away. However in 20 years I haven't ever seen a pair.
The manilla Thumbcuff is probably thre closest thing to two small handcuffs but it has one connecting ring between cuffs.
