I also don't think they're made for animals because it seems not to be necessary to hobble a horse, camel etc. this way. An exception could be if it would be a very valuable animal, so it cannot be stolen.
Regarding originality I was told these leg irons are not best handcrafted. The opinion is if it would be a replica, the work could be better. And the key seems to be out of brass, but it looks like it has a "real" patina. So I can't say.
No matter if it is an original piece or not, I think it is not a common leg iron.
