some months ago I saw a TV report about a prison in Romania. During a report for a few seconds a pair of handcuffs could be seen, applied to a prisoner. Unluckily I could not see many details of the cuff, but what I remember very well is the hinge configuration: the two halves of the cuff fastened to each other directly (without any intermediate metal strips like in modern Hiatt hinged cuffs e.g.), and the asymmetrical design of the hinge, just like on the cuff that is shown here. So, it might be possible that the above shown cuffs are of Romanian origin, but of course this is just a guess.
