Hi I sure hope that you paid less than $50 for them. I am guessing that they are no more than 10 years old. As the name implies, they are authentic cuffs from India. They are authentic imports and have been chemically treated to look old. The "chemicals" used are waste products of water buffaloes or other beasts of burdon. I sure do make it a habit to wash my hands very thoroughly after handling these items. I doubt that these cuffs have ever been used by the military or law enforcement, even in 3rd world countries. I am confident that they are imported for use as toys or decorations (wall hangers). I do not know why they bother to number the cuffs and keys as every one that I have seen takes the same key. I guess it makes it look more "real" but it adds one more step to the manufacturing process. Hope that answers your questions.
