Dear Orchid
The actual name of the company is HIATT & Co Ltd. They were founded in 1780 by a Mr Hiat (note only one T in his name). Not too sure when the 2nd T was added but in 1832 the trade directory listed them with two T's.
They are based in Baltimore Road, Great Barr, Birmingham and have been there since 1953. Must admit I have never seen any handcuffs or legirons stamped HIAT (occasionally the 2nd T is weakly stamped). Their current literature actually says HIATTS on the front but really refers to Hiatts' range of Police and Security Equipment. Hope this helps.
