Tower double lock handcuffs are very common. You
should be able to buy one with a key for $100 for
an average pair, more for a nice plated example.
The lock on the Tower cuffs can be damaged, it is
also easy to break off an incorrect key in the
lock. Unless they are cheap, I would not
buy a pair if it does come with a key or if you do
not have your own key to test them. If you do need a key
they can be obtained. I am pretty sure that Ian
McColl would sell you one. (See the links page.)
