Hiatt Darby Light Weight

Hello,
I am thinking about purchasing some what I think looks like a pair of Hiatt Darby Light Weight cuffs. Can anyone tell me if there should be specific markings on the cuffs? They do say "Hiatt" by the hinges. Also, when were these made? and how much are they valued at today?
